Meet the team.

Mike Carroll, P.E.

Deputy Managing Director

As Deputy Managing Director for Philadelphia’s Office of Transportation, Infrastructure, & Sustainability (oTIS), Michael A. Carroll, P.E. is a creative and nationally respected leader with more than 25 years of experience in transportation. In this role, Carroll leads oTIS staff in developing strategies and implementing policies to build safe and equitable multi-modal systems across Philadelphia’s diverse and vibrant neighborhoods.

Deputy Carroll coordinates and sets the policy direction for critical functions, including the Streets Department (both Transportation and Sanitation), the Philadelphia Water Department, as well as the newly created Office of Complete Streets. His oversight includes infrastructure systems that are made up of more than 9,500 transit stops, 2,575 miles of street, 320 bridge structures, 450 lanes miles of bike facilities, 1,000 Indego bikes, and 100 Indego stations, and 6,500 miles of sewers and water mains. Deputy Carroll also coordinates with internal city departments, external agencies such as SEPTA, PennDOT, Amtrak, and the Delaware Valley Regional Planning Commission, as well as with policymakers on the local, state, and national levels.

Deputy Carroll graduated with a Bachelor’s degree in Urban and Regional Planning from Cornell University and proceeded to earn Master’s degrees in Transportation Engineering and Transportation Planning from the University of Berkeley.

Christopher M. Puchalsky, PhD

Director of Policy & Strategic Initiatives

Chris is a nationally recognized transportation expert with a passion for livable cities. He has Bachelor‘s and Master’s degrees in Mechanical Engineering from Temple University, as well as a Ph.D. in Urban Transportation Systems Engineering from the University of Pennsylvania.

His professional experience includes three years designing engines for the Ford Motor Company, working as a transportation consultant both in the United States and abroad, teaching and advising as an adjunct at the University of Pennsylvania and the University of Waterloo, and, most recently, serving the greater Philadelphia region as Director of Transportation Planning at Delaware Valley Regional Planning Commission (DVRPC).

Chris sits on advisory panels for the Federal Highway Administration (FHWA), Transit Cooperative Research Program (TCRP), and National Cooperative Highway Research Program (NCHRP), and he has produced numerous conference presentation and papers. While not at work, he spends his free time traveling, making furniture, and building transformative communities.

Donald Carlton

Director of Operations

Donald Carlton is a lifelong resident of Philadelphia. After his Honorable Discharge from the United States Navy, Donald joined the City, holding numerous leadership positions over his 25 years tenure, including Sanitation Operations Chief and Deputy Street Commissioner. Donald has played a key leadership role in the Street Department’s Future Track Program, an initiative to improve employment skills for individuals in traditionally underserved communities. He also was an integral part of the citywide role out of single-stream recycling, the development of strategies to address litter and illegal dumping and the City’s preparation for the 2015 Papal Visit.

Donald brings a wealth of operational experience to oTIS in his role as Deputy of Operations and acts as the key liaison between oTIS and Streets and Water’s on-street operations.

Liz Lankenau, AICP

Director of Infrastructure Program Coordination

Liz offers 20 years of public and private sector planning experience. She began her career at the Philadelphia Historical Commission preparing historic district nomination applications for the Philadelphia Register of Historic Places and evaluating the potential effect of proposed City transportation projects on the built environment. As a private sector planner, Liz performed subdivision and land development reviews and worked closely with the Pennsylvania Department of Transportation (PennDOT) to communicate transportation project objectives to members of the public. She comes to oTIS from the Philadelphia Water Department (PWD) where she served as an on-site consulting liaison between PennDOT and PWD for issues related to stormwater management on the I-95 Improvements Project. She also provided project management support for special projects, such as the Lead Service Line Replacement Program. In her role at oTIS, Liz will continue strategic relationship development among City agencies and PennDOT to maximize opportunities for coordination and collaboration.

Liz is a graduate of the 248th class of Central High School of Philadelphia. She received a Bachelor of Arts in Sociology and Urban Studies from the University of Pittsburgh in 1993 and a Master of Science in Historic Preservation from the University of Pennsylvania in 1997. Liz maintains accreditation with the American Institute of Certified Planners.

Kelley Yemen, AICP

Director of Complete Streets

Kelley has over nine years of experience in city and regional planning focusing on multi-modal transportation. She works to assure that all street projects, programs, and maintenance incorporate concepts and strategies that promote safety across all modes of transportation in support of the vision of zero traffic fatalities.

Kelley received her Bachelor of Arts in International Relations and Political Science from the University of Wisconsin, Madison. After living and teaching in France, her passion for city planning was sparked and she attended Rutgers, the State University of New Jersey where she received her Master of City and Regional Planning. She is a member of the American Planning Association, maintaining accreditation with the American Institute of Certified Planners (AICP), and the Association for Pedestrian and Bicycle Professionals.

Rob Armstrong, PhD

Trails & Transportation Program Manager

Rob brings over a decade of trail project management experience to oTIS, working on all elements of trail-building, including: right-of-way acquisition, planning, feasibility, design, and construction. Rob collaborates with a variety of local, state, and federal agencies, as well as area non-profits and other stakeholders to build and maintain Philadelphia’s trail network.

Before joining oTIS in July 2019, Rob worked for the City of Philadelphia’s Parks & Recreation Department, most recently serving as its Preservation and Capital Projects Manager.

Rob earned his PhD in American History from Lehigh University. He serves as the Vice Chair for the Pennsylvania Historic Preservation Board.

Jeannette Brugger, AICP

Bicycle & Pedestrian Coordinator

Jeannette has over 10 years of experience in the planning field in the Philadelphia region in the public, private, and non-profit sectors. She focuses on pedestrian, bicycle, and trail network planning and implementation. She coordinates public agency and stakeholder interests to maintain and grow infrastructure for Philadelphians using all transportation modes.

Jeannette’s passion for city planning grew from attending New York University, where she received a Bachelor of Arts in Urban Design Studies and a minor in Politics. She then attended the University of Pennsylvania, where she earned a Master of City Planning. Jeannette is a member of the American Planning Association and the Association for Pedestrian and Bicycle Professionals.

Patrick Clark

Transportation Planner & Grants Coordinator

Patrick supports the development and implementation of the City’s transportation grant strategy. In his role with oTIS, Patrick is able to use his background in city planning, public policy, and urban informatics to coordinate funding and financing for oTIS projects while working to improve the safety and livability of Philadelphia’s streets.

Patrick’s employment background is diverse with experience at federal, state and local level entities in public transit, surface transportation planning, disaster recovery, and affordable housing. He has worked for the City of Hoboken, NJ Transit, New Jersey Community Capital, and the City of Joplin. He received a Master of City & Regional Planning and a Master of Public Policy from Rutgers University in addition to a bachelor’s degree in Urban & Regional Planning from the University of Illinois at Urbana-Champaign.

Jacqueline Davis

Executive Assistant

Before joining oTIS, Ms. Davis was Administrative Coordinator for the Office of Field Operations with OIC of America, Inc. Ms. Davis was with OIC of America since 2001 when she began as Field Operations Assistant with the responsibility of communicating with forty-three (43) active OIC Affiliates across the United States via telephone, email and OICA Intranet Site (internal communication tool). In this role, Ms. Davis coordinated data, travel, regional and annual conferences, and staff retreats. Ms. Davis was employed with the Greater Philadelphia Chamber of Commerce, Mayor’s Office of Community Services and the Philadelphia Workforce Development Corporation where she has provided program support, contract coordination and program monitoring for federally funded projects. Ms. Davis has over 20 years of experience in the administrative field.

Joy Huertas, MA

Vision Zero Communications Manager

Joy manages the communications for the Office of Complete Streets including the Vision Zero initiative, and PennDOT's Community Traffic Safety Program. Prior to joining OTIS, Joy lead the marketing communications department at Esperanza, a Philadelphia non-profit serving underserved Hispanic communities. Joy has nearly seven years of experience leading PR, social media, marketing and crisis communication efforts in the higher education and nonprofit sectors.

Joy holds a bachelor’s in Broadcast Journalism and a master’s degree in Strategic Communications. She is an active member of the Philadelphia Chapter of the National Association of Hispanic Journalists (NAHJ) and the Lambda Pi Eta National Communication Honor Society. Joy is a native from Bogotá, Colombia and speaks Spanish as her first language.

Patricia Ellis Dinatale

Transit Program Manager

Patricia has over 15 years of professional transit experience. Previously, Patricia has interned for the Metropolitan Transportation Commission in Oakland, California and has worked as a Service Planner for public transit agencies including SEPTA and Delaware Transit. At the City, Patricia has worked on a variety of inter-agency transit projects that improve transit efficiency and operations. Patricia is also charged with managing the 20-year Street Furniture contract with Intersection (formerly Titan) as the concessionaire.

Patricia has a Master’s Degree from the University of Delaware in Energy and Environmental Policy.

Akshay Malik

Transportation Data Analyst

Akshay joined oTIS in July 2017. As the team’s data analyst, he brings technical skills from data science, geospatial analytics, and infrastructure design. He focuses on the development of data-driven system design and transportation networks. Before joining oTIS, Akshay practiced architecture for over eight years and led design teams for several large-scale projects, including high-rise housings, commercial complexes, and metro stations. He also served on a design team for a High-Speed Railway project in Kerala, India, and co-founded a farm-to-fork agriculture startup.

Akshay has a masters in City Planning and a certificate in Geospatial Analytics from the University of Pennsylvania. He also holds a Bachelors in Architecture from the School of Planning and Architecture, New Delhi and a certificate in Urbanism & Environmental Sustainability from the Indian Institute of Human Settlement, India.

Waffiyyah Murray

Better Bike Share Partnership Program Coordinator

Waffiyyah is a Philadelphia native with a love for walking and biking. She has a bachelor’s degree in Psychology from Temple University, and over fourteen years of experience working with different Philadelphia-based non-profit and community organizations. As Education Program Manager for the Bicycle Coalition of Greater Philadelphia, she worked with the City to support its Safe Route to School program, a national initiative promoting safety and physical activity in school-age children through walking and biking.

Waffiyyah first arrived at oTIS as the Indego Community Coordinator, where she worked to connect communities to Indego programming and resources to ensure equitable access to Indego, the City of Philadelphia’s bike share system. In her current role as the Better Bike Share Partnership Program Manager, Waffiyyah works to address barriers to the use of bike share in low-income communities and communities of color and increase equitable access in bike-share systems nationally.

Lily Reynolds, AICP

Deputy Director of Complete Streets

Lily is an urban planner specializing in complete streets, community engagement, and capital improvements project management. Her past professional roles include work in Massachusetts, Canada, and Spain. Lily received a Bachelor of Arts in Geography and Sociology from the University of British Columbia, and a Master of Urban Studies from Simon Fraser University. Lily uses an intersectional equity lens in her work, bringing people to the table who have traditionally been excluded from government and policy discussions. She is fluent in Spanish as a second language. Lily is a member of the American Planning Association and maintains accreditation with the American Institute of Certified Planners (AICP).

Stephanie Ridgeway

Indego Community Coordinator

Stephanie joined oTIS in January 2018. She is a long-term resident of Philadelphia who brings years of diverse experience. Before joining OTIS, Stephanie served in the U.S Navy for 15 years and, later, worked in higher education at Temple University for 17 years. Five years ago, Stephanie discovered her passion for community issues and went on to become a Philadelphia block captain, an active member of both Brewerytown Sharswood Civic Association and the Neighborhood Advisory Committee, an attendee of the Citizen Planning Institute, and a participant in the 2017 Indego Ambassador Program.

In her position as the Indego Community Coordinator, Stephanie uses her diverse experience to connect Indego to communities one bike at a time.

Aaron Ritz

Transportation Programs Manager

As the Transportation Systems Manager for oTIS, Aaron is able to combine his education through the University of Pennsylvania’s Master of City Planning program with his life-long passion for biking and walking. In his current role, Aaron is the manager of the City of Philadelphia’s bike share system, Indego. He is in charge of system planning efforts, coordination with other agencies as well as contract and sponsorship management for Indego.

Aaron also directs the Better Bike Share Partnership, a national initiative centered in Philadelphia and focused on creating an equitable and sustainable model for bike share. Along with his colleague Waffiyyah Murray, Aaron coordinates Better Bike Share work with local and national partners including the Bicycle Coalition of Greater Philadelphia, Bicycle Transit Systems, the National Association of City Transportation Officials, and People for Bikes.

Casey C. Ross

Transportation Planner

Casey joined oTIS in June 2017. With 7 years of prior experience in design and technology, Casey brings a blend of technical expertise and strategic relationship skills to the Office of Complete Streets. She focuses on pedestrian planning and implementation and supports bicycle planning projects as well as Vision Zero initiatives. Casey’s interest in city planning - specifically transportation equity and access - grew from her coursework at Haverford College in Haverford, Pennsylvania, her time living in cities like Philadelphia and New York, and her personal passion for public transit, biking, and walking.

Casey has a master’s degree in City Planning from the University of Pennsylvania, and a Bachelor of Arts degree in History from Haverford College.

Andrew Simpson

Transit Policy Planner

Andrew joined oTIS in June 2018, after interning with the office in previous years. He brings an experience in public policy, research, and transportation planning to the Office of Complete Streets. He focuses on transit policy and planning while supporting oTIS‘s Complete Streets and Vision Zero initiatives, and working closely with other transit stakeholders in the city. Andrew’s passion for planning good public transit systems became apparent after moving to Philadelphia in 2013 and studying at the University of Pennsylvania’s Urban Studies program. He believes that fast, frequent, affordable, and reliable transportation is the key to a sustainable, equitable city.

Andrew has a master’s degree in City Planning and a bachelor’s degree in Urban Studies & Political Science from the University of Pennsylvania.

Tara Woody

Safe Routes Philly Coordinator

Tara joined oTIS in January 2018. She brings over 7 years of experience working and teaching in educational settings, including K-12 experiential education and university level community-based learning. Prior to joining oTIS, Tara worked in civic education to develop programs for diverse constituency groups throughout the U.S. and its territories. At oTIS, Tara works with the City and Philadelphia schools to implement the Safe Routes to School program, promoting safety and wellness through walking and biking.

Tara received a B.A. in Anthropology from Temple University with minors in Corporate Social Responsibility and Geography & Urban Studies.
